A ninja 250 is about 3K, just check the site. Keep in mind its 250cc, so not to fast. Its a good beginners bike, so if you hit a pothole and accidently slam the throttle it wont throw you, as the ZX-14 would throw you if you did that.
250′s are great bikes to learn on but they are too small engine wise for most people. After a couple of weeks or months you’ll probably be ready for a larger bike. If this is your first bike I would suggest buying something used. There are lot of good used bikes on the market for a lot less than a new one and it would help you learn more about bikes at a less expensive lesson.
